Unlike the vast sea of the subconscious, we can try to take direct control of technology. But we don’t. So we are left to fret about what technology will do to us (meaning: what people will power will use it for).
The Amish take control of technology like that. If it doesn't pass review it's forbidden. It's a pretty good idea.
Consider that heroin used to be legal. We might have a dozen such technologies that we know are hazardous but have yet to kill enough people to force the issue.
