Why? How do we know that? Seems like a made up requirement without proof, because we can't prove anything about consciousness because we don't know what it is.


Indeed. We are all "conscious" in our dreams (well, technically unconscious, but we have phenomenal experiences and qualia). But our dreams, for the most part, are unstable, very inconsistent, and not persistent. Most mornings I wake up completely oblivious to the dreams I had. Some people always remember their dreams, and some never do and may even think they don't dream.
