As the other commenter linked, it generally refers to "developing"/underdeveloped countries. Aka, countries with lower per capita GDP.
global north = anglo/scandi nations and the honorary westerners (israel, japan, s-korea, singapore)
global south is everyone else.
(Note that it's the StackOverflow users voting on questions - the same ones that you are soliciting answers from. Mods have actual moderation tasks to deal with.)
