- Why do they need to survey every CEO? As long as you have a large enough sample size that represents the larger group, you can get a really good idea of the general consensus. Looking at the KPMG report: "Our latest edition of the KPMG CEO Outlook analyzed insights from more than 1,300 CEOs at large companies globally, including 400 in the United States, to evaluate how they are continuing to navigate the challenge of compound volatility.", which is pretty good if we are considering large companies.
- Yes, promises of promotion that never happened despite taking on more and more responsibility and delivering. It was my first job out of school and in my naivety, I believed my results would speak for itself and office politics didn't matter. I probably stayed about 2 years too long until I finally started applying to other jobs out of frustration and got a substantial pay raise.
- Assuming your side of the story is true, can you downlevel them to a more junior position and reduce their salary? If they won't accept that, then the only reasonable option is to let them go. Other developers will notice and become disgruntled having a incompetent co-worker making more than them.

- If talent starts leaving OpenAI and join Sam at Microsoft, what does OpenAI have left? If investors decide not to give money to OpenAI because their leadership comes across as over their heads, how will they continue running?
That may have been the leverage Microsoft and other investors tried to use, but OpenAI leadership thinks won't happen. We'll see what unfolds.
