A candidate spending money on campaign ads is a very different thing from a rich guy literally offering money to voters to vote for his candidate.

That's literally what happened in multiple states...
Musk literally gave a several voters $1 million for voting for his candidate. And after he was threatened with criminal charges, after the fact re-defined the payment as appearance fees. Of course, in order to be hired for these appearances, you had to vote for his candidate.
Musk has given money to voters in various elections on multiple occasions. The fact that he got away with it doesn't change my opinion of this.
