Even if an insurance policy covered war, the chance of collecting the full amount would be almost zero. War levels extremely large areas, most buildings aren't bomb-resistant bunkers, and fighting drags on. There's no insurer who could handle paying all the claims they'd receive at the same time. Only governments could handle that level of funding.
