As far as I can tell, the individual level price discrimination isnt really included in their discussion. It isnt practical for a retailer to sell a lead loaded toy to one customer because they dont have a car, while offering and identical but safe toy to a rich customer with one.

Word choice matters. I prefer "person" or "human" rather than "consumer". Sure, we consume to live, but consider other terms: eaters, drinkers, breathers, sleepers, ... okay, I see that context matters. When talking about money, we're consumers. Still, something feels off about that.
