Anything labeled Watson get out the checkbook!!! My guess is that this thing will do less than Amazon Lex and cost $$$$.
Reading the buzz on the page, I don't see any difference between this and the chat api Watson released last year. The one they wanted like $60K for my startup to use for 50 conversations a day....A DAY!!!

IBM's Watson is a brand, not a product - and there are certainly good and bad products under the brand. I wonder on which side this particular instance is at.

Beware if your IBMid is on behalf of your company / you as an employee. At least in the EU, there's hardly any (real) data you could use for WPA development at this time.
I'm sure general consumer protection laws apply. I think this is specifically addressing things like HIPPA and FIPS. Most of IBM's systems would be designed with those in mind, this is just clarifying that it's not yet.
It shows up on detected articles but I configured it to show up everywhere because most sites need it. There's probably an article out there somewhere. You have to change something in about:config
